Who reviews the internal preproposals?

The composition of the limited submissions review committee varies on the expertise needed to review the proposals, as well as the scope of the program. When possible, individuals with particular expertise and/or experience relative to the subject program (such as prior awardees, or former program managers) are asked to participate in the review.

 

Against what criteria do the reviewers evaluate the internal preproposals?

Reviewers evaluate the proposals based on the criteria set forth in the solicitation, as well as the feasibility of implementation for each of the proposal components.
